Parm S. Bains, MA
During his service as the Member of Parliament for Steveston-Richmond East (2021-2025), Parm Bains was a member of the committee for Government, Operations, and Oversight, as well as the committee for Access to Information, Privacy, and Ethics. Parliamentary committees review legislation, consider amendments, conduct studies, and issue reports with recommendations to the House of Commons. Some notable studies completed this term include:

During his first term in government, Parm collaborated seamlessly across all levels of government and secured over $640 million of investments in Richmond. Parm’s proactive approach towards identifying public policy initiatives and fostering relationships between government, industry and community allowed him to successfully acquire government commitments for Richmond.
His key priorities included:
- Local investments – housing, infrastructure, cargo expansion, and active living
- Strong economy – business growth, and supply chain corridor expansion
- Generational jobs – manufacturing, building, technology & innovation
- Community health & safety – local & national security infrastructure, care & wellness
- Clean environment – restoration of ocean & waterways, and reforestation
Parm’s tireless work ethic allowed him to be a strong advocate in organized caucus groups, where he participated in the Housing, Business, and Labour Caucuses respectively.

Born in Victoria, Parm’s family moved to Richmond when he was a year old. As a lifelong resident of Richmond, Parm became an active member of the local community and for British Columbia as a public service worker.
Having served as a Public and Media Relations Officer within the Government of British Columbia in the past and later as a university lecturer, Parm amassed over 20 years of experience in corporate communications, including public and stakeholder engagement, public policy development, and government and media relations.
Parm served as the Vice Chair of the Richmond Community Foundation and remains involved in Richmond’s sports community where he volunteers in a variety of coaching and mentorship roles.
Parm was awarded a Pacific Leadership Scholarship from the Province of British Columbia and earned a Master of Arts degree in Professional Communications with a Specialization in International and Intercultural Studies from Royal Roads University in Victoria.
A former Instructor at the School of Business at Kwantlen Polytechnic University, Parm lives with his wife and two children in Richmond.
